Mahane Yehuda Market: According to a Jewish tradition the street vendors have to leave the produce they can't sell anymore to the poor. So at the end of the market (which is pretty late, around 20:30 or so) you can find tons of good food. On Fridays the market closes earlier because of the Shabbat, around 16:30.

Search for the TLV club in the Tel Aviv new port. Carmel Market: Around 19:00-20:00 (the closing time), they throw a lot of good fruits and vegetables to alley in the middle of the market, it stays there for about half an hour until the big yellow vehicles come and push it all away to the trash. On friday the closing is usually at around 17:00.
